Call for Tender:“Promoting the autonomous implementation of the European framework agreement on occupational health and safety in the hairdressing sector”

 

European social partners in the Hairdressing Sector, namely Coiffure EU and UNI Europa, have launched in 2020 the project “Promoting the autonomous implementation of the European framework agreement on occupational health and safety in the hairdressing sector” which aims to facilitate and advance the implementation of the results of European social dialogue outcomes, mainly the European framework agreement.

The project is structured around three themes: (1) to identify and prioritise by risk category hazardous and harmful chemical substances contained in cosmetic products; (2) to issue a methodological note on the risk assessment methodology used by the Scientific Committee on Consumer Safety (SCCS) concerning the professional use of cosmetic products rather than a consumer’s use of those products and (3) the follow-up, promotion and monitoring of the autonomous implementation of the revised European Framework Agreement on occupational health and safety in the hairdressing sector at national level.

To achieve these goals, the European social partners are subcontracting external expertise in the form of a single undertaking or a group of undertakings acting as a research consortium to conduct a systematic literature review regarding hazardous cosmetic substances, to produce two Medical Reference Documents identifying and prioritising these substances and to draft a Methodological Note showcasing the difference in exposure between a consumer and a professional hairdresser, amongst other tasks.

As part of the Action Plan to implement the European framework agreement, the social partners have also engaged the process of standardisation for hairdressing gloves. As part of this process, the project foresees the participation of scientific experts in the work of the Technical Committee dealing with that standardisation request.
