This project seeks to enhance EU Sectoral Social Dialogue activities of EFFE, EFSI, EFFAT and UNI Europa in the Personal and Household Services (PHS) sectors at EU level, and strengthen collective bargaining and social dialogue structures at national level.
Building on the previous EU-funded PHSDialogue project, the SCALE UP project will scale up the PHS Employment Monitor to under-represented countries, migrant communities and especially user groups. Following more than 10 years of cooperation and EU-funded projects between the sectoral social partners in PHS, the new SCALE UP project presents an innovative approach to connect the needs to and situations of workers, users, employers at local and national level to Sectoral Social Dialogue at the EU-level.
Separate employer organisations activities (EFFE, EFSI) and trade union activities (EFFAT, UNI Europa) will enable the four organisations to recruit new national-level organisations to participate in their EU-level associations, as well as, most importantly, contribute to EU-level social dialogue.
At the EU-level, working group meetings and plenary meetings will be used as focal points to monitor, evaluate and expand the work programme of the social partners in Personal and Household Services. These meetings will allow employer organisations and trade union organisations to exchange views as well as arrive at common position to address social, employment and economic matters in the Personal & Household Services sectors, and feed into the new legislative agendas of the European Commission, Parliament and the Council.
In doing so, the project feeds into:
- the EU Care Strategy;
- the EU Directive on Minimum Adequate Wages and Collective Bargaining;
- the La Hulpe Declaration on the Future of the European Pillar of Social Rights;
- the Tripartite Declaration for a Thriving European Social Dialogue.
