UNI Europa is seeking external expert(s) to draft a report on the specific challenges for collective bargaining in the service sectors in the framework of the EU co-funded project “Level-Up 2: Enhancing Multi-Employer Bargaining in Services Industries” (101191989).
This two-year project aims to strengthen trade unions’ capacity in improving collective bargaining, particularly multi-employer and sectoral bargaining in the services sectors.
This call for tender focuses on gaining an overview and insight into the specific challenges of collective bargaining in the services sectors.
The report will analyse the coverage of collective bargaining in the services sectors in Europe, including a comparison with other sectors. It will also delve into the identified challenges in the services sectors specifically, and ideas on how to address them from the side of (i) policy and (ii) trade union strategy.
The research should employ a mixed-methods approach, including: a comprehensive literature review of existing academic and policy research; expert interviews with relevant stakeholders (e.g., trade union representatives, employer representatives, policymakers) as well as analysis of secondary data (e.g., statistical data on collective bargaining coverage, economic data on service sectors).
In addition to the drafting of the report, the selected expert(s) will be expected to present their findings.
The selected candidate/s will report back to the project Steering Group and will carry out work under the supervision of the project coordinator and the director for this project and in dialogue with all the project Steering Group members.
