UNI Europa Post & Logistics seeks expertise to support its EU-funded project focused on improving working conditions and employment relations in last-mile parcel delivery, with a specific focus on DPD GeoPost and DHL.
The external consultant team should demonstrate expertise in the following areas:
- EU social and economic policies, particularly concerning European Works Councils (EWCs)
- E-commerce parcel delivery operations, especially work organisation patterns such as internal and external outsourcing (preferable)
- Experience in the postal and logistics / Courier, Express and Parcels (CEP) sectors (preferable)
- The impact of digitalisation on working conditions in the logistics industry, particularly in the context of adapting to the digital economy
- Work organisation patterns, restructuring, industrial adaptation, and anticipation, with a focus on subcontracting
- Industrial relations and information, consultation, and participation policies in multinational logistics companies (preferable)
- Proficiency in English
The consultant will carry out a systemic analysis of:
- Employment and working conditions in the CEP (Courier, Express, Parcel) sector.
- The impact of digitalisation on jobs, skills, and work organisation.
- The prevalence of subcontracting in last-mile delivery.
Key responsibilities include:
- Designing and conducting a survey and follow-up expert interviews.
- Presenting findings at three key project events (two Trade Union Alliances seminars and one Last-Mile Delivery Network meeting).
- Facilitating the three events.
- Drafting a final report with practical policy recommendations reagrding trade union strategies.
The comprehensive 50-page report includes:
- Analysis of the CEP market and employment terms (20 pages)
- Company-specific insights (20 pages)
- Recommendations for trade unions (10 pages)
- Executive summary (10 pages).
Timeline:
